Help communities thrive. Empower local people. Make a real difference across Devon.

Are you passionate about communities, partnership working, and helping people turn great ideas into positive action? Do you enjoy building relationships, supporting volunteers, and creating opportunities that make a lasting difference?

Devon County Council is looking for an enthusiastic and motivated Highways Business Systems Coordinator (Community Mobilisation) to help grow and develop our community-led highway and resilience initiatives. This is an exciting opportunity to work at the heart of local communities, supporting Town and Parish Councils and volunteers to make a real difference where they live. The role supports a range of community mobilisation programmes, including Road Warden, Snow Warden, Flood Warden and other self-help community support schemes that help keep Devon’s communities safe, connected and resilient: Self help schemes – Devon Highways

About the Role
Communities play a vital role in helping Devon remain safe, resilient and connected. Across the county, volunteers contribute through a range of initiatives that support local resilience, highway stewardship and community wellbeing.

As our Highways Business Systems Coordinator (Community Mobilisation), you will be the friendly face and trusted adviser helping communities understand, access and participate in these schemes. You will guide Town and Parish Councils through onboarding processes, provide practical support and advice, coordinate training, develop communications, and help communities build confidence in delivering local improvements safely and effectively.

This is an opportunity to inspire people, remove barriers to participation, strengthen local partnerships, and help communities work together to create safer, stronger and more resilient places.

What You’ll Be Doing

  • Supporting Town and Parish Councils to establish and develop community mobilisation schemes.
  • Acting as a key point of contact for Road Wardens, Snow Wardens and community volunteers.
  • Coordinating onboarding, training and guidance for new participants.
  • Building strong relationships with local councils, community groups and partner organisations.
  • Helping communities identify opportunities for local improvements and self-help initiatives.
  • Developing engaging communications, guidance materials and promotional campaigns.

Location and Travel
The role is based at Great Moor House, Exeter, with access to a network of satellite offices and highways depots across Devon. Travel forms an important part of the role, giving you the opportunity to work directly with Town and Parish Councils, volunteers and community groups across the county. From supporting local resilience initiatives in rural villages to helping launch new community schemes in market towns and coastal communities, you’ll have the chance to experience the diversity and beauty of Devon while making a visible difference to the people who live there.

A green future
Devon County Council declared a climate emergency in 2019. Since then, decarbonisation has been high on the agenda when considering what we build and how we maintain it. The role will become an advocate to our green journey, helping stakeholders understand why we work the way we do to work towards our net zero ambitions.

What benefits will I get?
You’ll get a competitive salary, plus a range of benefits that include:

  • Experience and opportunity also given for career progression to Senior Management roles;
  • 26 days annual leave increasing to 31;
  • Additional leave increase after 5 years (and up to 20yrs);
  • Training to support your career goals;
  • Mentor support to gain professional qualifications;
  • Flexible hours with the ability to accrue up to an additional 24 flex leave days per year;
  • Time off for bank holidays – typically 8 per year;
  • Other benefits include Vivup employee benefits, Stagecoach SW discounts and cycle to work scheme;
  • A generous pension scheme.

Interviews will be held on 26th August 2026.
